The Cork councillor said that some individuals remain confined to their homes and that acquiring mobility scooters is beyond the reach of some residents facing financial constraints.

A motion urging the expansion of grants to include mobility scooters and other mobility equipment within the existing Grants for Older People and People with a Disability programme was discussed at this month's meeting of Cork City Council.

The motion was submitted by Independent councillor Ken O'Flynn.

Currently, Cork City Council provides grants for essential home modifications such as walk-in showers, stair lifts, and handrails and Mr O'Flynn emphasised the need to extend these grants to encom mobility scooters and walker aids.

He said that in recent months while visiting his constituents, he has observed the positive impact that current grants have had but noted that some individuals remain confined to their homes and that acquiring mobility scooters is beyond the reach of some residents facing financial constraints.

An essential mode of transport 

“Mobility scooters have become an essential mode of transportation for individuals with mobility challenges, enabling them to maintain their independence and participate fully in community life,” he said.

“These scooters play a crucial role in enhancing the quality of life for older people and those living with disabilities, providing them with the freedom to navigate their surroundings.

“By incorporating mobility scooters into the existing Grants for Older People and People with a Disability programme, we can directly assist individuals in obtaining these devices. This will alleviate the financial burden that often accompanies the purchase of a mobility scooter, making it more accessible to those who require it.

“By including mobility scooters in the grant programme, we send a clear message of inclusivity and to our older residents and fellow citizens with disabilities,” he said.

“It is vital that we empower all of our community to live their lives to the fullest and participate in society without limitations.” 

Response

In response to Mr O’Flynn’s motion, Director of Services Niall Ó Donnabháin said: “Cork City Council along with all local authorities determine whether a grant is payable in the first instance in accordance with the Statutory Regulations, Housing Adaptation Grants for Older People and People with a Disability), Regulations 2007 [S.I. No. 670 of 2007], Amendment Regulations 2014 [S.I. No. 104 of 2014] and the criteria outlined therein, and if so, the works which are necessary to make the accommodation more suitable for the applicant.

“The scheme comprises a range of grants for necessary improvement works or adaptations to houses, in order to accommodation of applicants, which does not include the provision of grant funding towards mobility scooters.”
